PURPOSE: Provided are packing paper with crimple in directions of length and width, which can be used for package of small-sized articles, and a device for producing the same. CONSTITUTION: The packing paper has longitudinal crimple and inclined lateral crimple(71). The lateral crimple(71) is formed by repeatedly forming a plurality of longitudinal crimple in zigzag pattern. In the device, the heated heater drum is slowly rotated and shaping blade is intermittently actuated upward and downward by rotation of interlocking pulley, so as to form longitudinal crimple. The shaping blade is moved repeatedly right and left by going and returning of push link. Also, when longitudinal crimple is formed on the packing paper, the packing paper moves with an inclination to form lateral crimple.
