PROBLEM TO BE SOLVED: To reduce the influence of a protection switch in a tandem connection trail in an SDH or SONET system by preventing the expansion of signal interference which is caused by the protection switch. SOLUTION: In this synchronous hierarchical network system and a method for transmitting data, at least one path segment between a first network element A and at least a second network element F is used, a tandem connection monitoring (TC) method is esstablied to monitor information on the path segment and a means for suppressing all-in one insertion to be caused by hindrance, distortion of a signal transmission path or an out-of multi-frame state after switching operation for a prescribed time interval is provided.
