explosives. SUBSTANCE: invention aims at obtaining high-quality fine powder with controlled porosity in a process meeting environmental requirements. Process of invention includes following operations: bringing in mixture cellulose nitrate, volatile plasticizing solvent, and chemical stability agents, formation of powder elements, water extraction-mediated removal of solvent, drying, sorting, surface treatment of elements, formation of lots. Porous structure is created by means of exposing elements after extraction to 30-70 vol % aqueous solution of acetone for 10 to 240 min at stirring followed by stripping acetone from powder elements.
