PROBLEM TO BE SOLVED: To suppress processing delay corresponding to an access request small as a whole of a system in the communication arbitration system. SOLUTION: When an access request is received from a 2nd ECU, while processing corresponding to an access request from a 3rd ECU is carried out, the serial I/O controller of a 1st ECU compares an elapsed time (t) after starting processing responding to the A/D conversion request from the 3rd ECU with a predetermined fixed time T (S206) when both the access requests are A/D conversion requests (S202: 'YES'), preferentially performs processing responding to the A/D conversion request from the 2nd ECU (S207 to S210), when the time (t) is equal to or shorter than the time T (S206: 'YES') but finishes the processing responding to the A/D conversion request from the 3rd ECU, and subsequently performs processing responding to the A/D conversion request from the 2nd ECU (S203 and S204), when the time (t) is equal to or longer than the time T (S206: 'NO').
