PROBLEM TO BE SOLVED: To provide a transparent radio wave absorber by which reflection of radio wave can be suppressed and moreover which has transparent nature and realizes low-cost. SOLUTION: This transparent radio wave absorber 20 is provided with a third sheet 21 which is transparent in the visible light range, a transparent radio wave absorbing film 27 which is formed on one side of the sheet 21 and a transparent radio wave reflecting film 29. The transparent radio wave reflecting film 29 has a construction, in which a first transparent high-refractive- index film 30, a conduction film 31 and a second transparent high-refractive- index film 32 are layered in this order.
