PROBLEM TO BE SOLVED: To provide a magnetic recording medium which realizes higher resolution while keeping a high coercive force and a high S/N ratio, a method of manufacturing it, and a magnetic recording device. SOLUTION: In this magnetic recording medium having at least a base layer, an intermediate layer and a magnetic layer on a substrate in this order, the intermediate layer is composed of a thin film consisting essentially of (Co100-xCrx)100-yOy (wherein 25<=x<=60, 0.2<=y<=10).
