PROBLEM TO BE SOLVED: To provide a method of economically manufacturing an optical device and an optical device by attaining a safe and simplified process without rubbing. SOLUTION: The method for manufacturing a liquid crystalline polymer-water dispersion is characterized by subjecting a monomer with a liquid crystalline group or the monomer with the liquid crystalline group and another monomer to emulsion polymerization so as to form a core part, subjecting a monomer with a photo reactive group or the monomer with the photo reactive group and another monomer to emulsion polymerization so as to form a shell part surrounding the core part and obtaining a core-shell structure.
