PROBLEM TO BE SOLVED: To provide a thermal fixing roller by which an excellent fixed image is obtained by preventing surface temperature from being partially decreased due to the thinning of a core bar, and to provide the manufacturing method of the fixing roller. SOLUTION: In the manufacturing method of this fixing roller, a rib 2 is formed on the inner peripheral surface of the core bar 1 by spinning work for forming a groove on the outer peripheral surface of the core bar 1 as the groove is formed on the outer peripheral surface. After cutting the outer peripheral surface so as to leave a groove bottom, a mold-released layer 3' is formed on a cut surface. By pressing a roller for molding 7 to the layer 3' along the groove bottom, the film thickness of the layer 3' at the part of the thick rib 2 is relatively thinned, and then it is fired.
