PROBLEM TO BE SOLVED: To certainly suppress a water leak from a rotary shaft, and to effectively prevent abrasion and damage of sliding pads and the rotary shaft. SOLUTION: This shaft seal device has a packing case 4, annular packing segments 5, 6, 7 provided inside the packing case 4, and adjustment bolts 8 respectively provided for the packing segments 5, 6, 7. Each of the packing segments 5, 6, 7 comprises a base material and a sliding pad. The base material and the sliding pad are inseparably joined together in both junction faces. The sliding pad is made of a polyether ether ketone resin containing 10 wt.% carbon fiber.
