<p>PROBLEM TO BE SOLVED: To provide a video signal encoding device capable of reducing the throughput of encoding and suppressing deterioration of a picture quality by encoding by expanding a moving image in a frequency area. SOLUTION: This device performs DCT operation and quantization defining the unit of a block for encoding the moving image as m×n ((m) and (n) are natural numbers) blocks and at the time of output, compressed data are generated by variable length encoding after converting the blocks to s×t ((s) and (t) are natural numbers) blocks. Besides, inside a local decoder, corresponding to the accuracy of motion compensation, inversely quantized m×n inverse quantization coefficients are distributed to an s×tIDCT means or m×nIDCT means by a switching means and decoded. Further, a resize means is provided for matching the image size of an input image.</p> |
