PROBLEM TO BE SOLVED: To accurately detect a flicker even when a luminance level of a video signal is fluctuated. SOLUTION: The flicker detection.correction device is provided with an integration means 1 that integrates a pixel level of a video signal by each line, an averaging means 3 that averages outputs of the integration means 1 with respect to the same line of each frame or field over a current frame or field and a plurality of past frames or fields, a division means 4 that divides the integration result by each line from the integration means 1 by a mean output by each line from the averaging means 3, and a flicker decision means 5 that applies frequency analysis to an output of the division means 4 to decide the presence of flicker.
