PROBLEM TO BE SOLVED: To provide a system and a method for segmentation tag purification which reduce an artifact generated owing to an error in classification and an abrupt change in the classification of an image. SOLUTION: The segmentation tag purification system is started on the reception (10) of a segmentation tag and the received segmentation tag is assigned to the tag of one block (12). This tag is included in statistics gathered as to the assigned block (14). Steps 10, 12, and 14 are repeated until statistics are gathered as to all selected segmentation tags in the block and the gathering of the statistics is completed, a process generates a tag of block level (18). The mentioned steps are repeated until all segmentation tags are received.
