PROBLEM TO BE SOLVED: To set a compensating velocity more properly while making it possible to easily set the compensating velocity, thereby enhancing the accuracy of computations needed for setting the compensating velocity. SOLUTION: This velocity controller for a vehicle collision testing apparatus controls a vehicle velocity at a releasing point P to a velocity equal to a desired collision velocity Vcr plus a compensating velocity Vαso that a vehicle velocity at the collision of the vehicle attains the desired collision velocity Vcr. Using a travel resistance dependent parameter which a compensating velocity setting part 24 for setting the compensating velocity Vαdetects while the vehicle is being run during a vehicle collision test, Coulomb's friction not depending on the vehicle velocity, viscous friction proportional to the vehicle velocity, and air resistance proportional to the square of the vehicle velocity are estimated, and the compensating velocity Vαis set by use of the Coulomb's friction, the viscous friction and the air resistance.
