PROBLEM TO BE SOLVED: To provide an electrophotographic developing device capable of preventing the irregularity and the blotting of a developed image without increasing its cost remarkably. SOLUTION: In this electrophotographic developing device 1, an image is developed by applying electric field to a planographic printing original plate P where an electrostatic latent image consisting of a non-image part where surface potential remains and an image part where the surface potential is attenuated is formed by exposure after uniformly electrifying a photosensitive layer in developer TL so that electrified developing material in the developer TL may be electrodeposited on the image part. The electric field is generated in an area where an electrode 5a to which bias voltage V1 is applied and the plate P are opposed through a gap. Then, the electrode 5a is formed so that the developer TL can flow in a direction parallel with the electric field.
