PROBLEM TO BE SOLVED: To easily form a target partial map from three-dimensional map data obtained by a charting device without any discontinuity at a joined part by using CAD technology. SOLUTION: A reference map is read and displayed as a raster image (S11), and a drawing frame surrounding an area included in a range indicated on a display picture of the reference map is retrieved from the inputted map data (S12 to S15); and drawing files to be called from the drawing frame are determined (S16) and those drawing files are called by objects, combined together, and outputted (S17 to S19).
