PROBLEM TO BE SOLVED: To provide an image forming device capable of stably developing an electrostatic latent image on an image carrier without being affected by the viscosity of liquid toner and the surface tension of the toner and easily setting image density for transfer material. SOLUTION: A wet developing device developing the image by supplying the liquid toner A to the image carrier B on which the electrostatic latent image is formed is equipped with a developing supply roller 4 arranged so that at least one part of its peripheral surface may be immersed in the stored liquid toner A, a developing roller 2 intervening between the roller 4 and the image carrier B and supplying the liquid toner A received from the roller 4 to the image carrier B so as to develop the electrostatic latent image, and a liquid film forming means 3 arranged in the positional relation of a tangential state to the peripheral surface of the roller 2 and regulating the liquid layer thickness of the liquid toner A. The liquid toner A is formed as the liquid film having uniform thickness between the roller 2 and the means 3 and supplied to the image carrier B.
