PROBLEM TO BE SOLVED: To provide a transmission request transmitting system that transmits the state of an transmission request (RS) signal of present station to an opposite station without transmitting the RS signal to be superimposed on an ATM cell. SOLUTION: A control section always monitors state of the RS signal. When the RS signal is not set, a CS signal is reset to bring a cell assembly signal into a disabled state and to stop transmission of cells. When the control section detects that the RS signal is set, the control section starts a timer, sets a cell assembly enable signal into an enable state at the same time to start generating cells. Until the timer expires, that is, in a state of no communication, since data with a level '1' are given to the cell assembly section, the generated cell is a cell whose payload is '1'. When the timer expires, the control section sets a CS signal. When the CS signal is set, a DTE #1 starts transmission of data SD and gives the data SD to the cell assembly section, which outputs cells to an ATM network.
