PROBLEM TO BE SOLVED: To reduce a stored capacity of image information otherwise being increased to a huge capacity because it is required to store the information before a user selects the information to be extracted when extracting character information from a TV video image that instantaneously passes. SOLUTION: A telop area extraction means or a flip area extraction means extracts a character area from a TV video image, an extracted image comparison discrimination means compares an image of the character area with a comparison newest image, stores only a new image to an image storage means and the extracted image is converted into text data in the TV video image character information extraction converter.
