PROBLEM TO BE SOLVED: To safely transmit data between LSIs keeping them secret to a third party. SOLUTION: A transmission data processing means 13 outputs data synchronized with a timing pulse. A synchronous ciphering means 15 ciphers the data by a block encipherment synchronizing with the timing pulse. A self-synchronous ciphering means 17 ciphers the timing pulse by a self-synchronous stream encipherment without using a separate synchronous signal. In such a manner, both of the data and timing pulse are ciphered between an LSI11 and an LSI12 and can completely be kept secret to a third party. The LSI12 deciphers the timing pulse by a self-synchronous deciphering means 18, and then deciphers the data by a synchronous deciphering means 16, and performs receiving processing by a receiving data processing means 14.
