PROBLEM TO BE SOLVED: To provide a broadcast signal recording and reproducing device employing a time shift function by which a viewer can easily identify the time information not being a current time or an accurate current time. SOLUTION: The broadcast signal recording and reproducing device having provision for time difference viewing records a broadcast signal received to a recording medium, discriminates whether or not time information is included in a video image read from this recording medium, conducts mask processing for a time display part in the broadcast signal with a signal having nearly the same level as that of a luminance signal and a chrominance signal around the time display part of applies processing of inserting the current time to the masked part according to the result of discrimination.
