A corrosion resistant coated fuel cell plate and method of making the same a re embodied in a metal plate (400) provided with a graphite emulsion coating (402) and then a layer (406) of graphite foil which is pressed over the coating (402). The graphite emulsion (402) bonds the graphite foil (406) to the metal plate (400) and seals fine scale porosities (410) in the graphite foil (406). Flow fields (414) are formed by stamping the coated fuel cell plate.
