NETWORK MANAGEMENT METHOD

Predicted routes along which control IP packets are transferred are stored in a network management system. When a communication device having received a control IP packet inquires the network management system of whether or not control is possible, the network management system permits the communication device to control the control IP packet if the control of the packet is permissible and permits another communication device on a predicted route along which the control IP packet is transferred to control the control IP packet. Therefore, the amount of processings, such as database search and database update, in the network management system is reduced, and the number of confirmation messages inquiring about the control permission and sent from the communication device which has received a control IP packet is reduced, thereby speeding up the confirmation of control permission of control IP packet.
