A method and apparatus for manufacturing fiber-optic devices to precise CWL specifications by plasticizing one attachment end (18) of a mounted fiber- optic device and finely adjusting the fiber tension while monitoring the CWL . In one embodiment, the method of manufacturing an optical fiber component to a precise CWL includes the step of affixing the ends (18, 20) of a fiber component (12) under tension to a substrate (16) to approximate a desired CW L. Subsequently, one end of the fiber (21) is gripped with a movable clamp (36) and the adjacent attachment (20) plasticized while the tension on the fiber is adjusted until the CWL is within a desired range. The attachment (20) is rehardened while the tension on the fiber is maintained by the movable clamp (36).
