The invention relates to a device for controlling a telecommunications system consisting of several networks. Said networks are configured for services or parts of services. A network management device is allocated to each network, respectively and said network management devices can be controlled with service management devices. Domain managers are provided for the service management devices to access the network management devices. These domain managers have access to selected network management devices and can be connected to a service management device, respectively.
