Steel is heated between Ac3 point temperature and 1050 deg C. Then, rolling or forging at reduction ratio of 30% to attain hardness of 85-97 HRB, is performed. The austenite grain size number of the steel is 7 or more after carrying out induction hardening as per JISGO551. The hardened layer ratio is 0.25 or more.
