PROBLEM TO BE SOLVED: To increase the strength of a granulated material and at the same time, significantly reduce the evaporation amount of heavy metals from the granulated material, in a method for treating fly ash by which the captured fly ash is granulated and the granulated fly ash is recirculated to an incineration furnace. SOLUTION: This method for treating fly ash includes a process to granulate fly ash captured from an exhaust gas originating from an incineration furnace and supply a granuated material to the incineration furnace. When the fly ash is granulated, the fly ash is mixed with at least one kind selected from sodium silicate, alumina cement, sodium aluminate and polyalkyleneimine and at least one kind selected from sodium primary phosphate, sodium secondary phosphate, sodium tertiary phosphate, sodium tripolyphosphate, sodium pyrophosphate, calcium primary phosphate, calcium secondary phosphate, calcium tertiary phosphate and calcium pyrophosphate. In addition, the mixture is granulated.
