PROBLEM TO BE SOLVED: To provide a simple structural unit comprising a steam seal part and a snap locking part. SOLUTION: A groove 24 extending over the whole circumference is formed in a seal insertion body 17 in advance, an elastic plastic is not compressed when fitted, the elastic deformation of an annular strip 19 of the seal insertion body 17 when fitted is simply the elastic expansion of the annular strip 19, a projecting part and a recessed part of a snap locking part comprise a raised part 23 of a steam seal part or the groove 24, the cap-like seal insertion body 17 has a cavity 18 with respect to an outer sleeve 16 to a cap bottom end part over the axial length from the groove 24, and fixed not to be detached in the axial direction of the outer sleeve 16 only at the cap bottom end part.
