PROBLEM TO BE SOLVED: To prevent complication of work, and to easily arrange a device in a desired water area or sea area without being influenced by the depth of water by exhibiting excellent wave dissipating performance by being arranged in a specific water depth position from the water surface, and obviating driving work of columns for holding the device into the water bottom or the sea bottom ground needless to say being ascendable/descendable by following displacement of the water surface by the ebb and flow. SOLUTION: A floating body 2 floating on the water surface is arranged in the uppermost stage, an inclined wave dissipating plate 3 having a prescribed inclination is arranged on an upper surface of the floating body 2, underwater inclined wave dissipating plates 4 sinking under the water surface and having a prescribed vertical horizontal interval and a prescribed inclination are arranged by at least two stages in an intermediate stage, a support base board 5 having an under surface sinking under the horizontal water surface is arranged in the lowest stage, the underground inclined wave dissipating plates 4 and the support base board 5 are connected to the floating body 2 to be suspended/held, and the inclined wave dissipating plate 3 and the underwater inclined wave dissipating plates 4 are arranged in the oblique upward direction toward the land side.
