PROBLEM TO BE SOLVED: To dispense with the temporary coffering in the aseismic reinforcement of a pier, to minimize the materials and cost for discharging earth and sand, and to shorten the term of works. SOLUTION: In the reinforcement of a pier column 3, a substantially H-shaped steel sheet pile 12b is connected to the upper end of a substantially H-shaped steel sheet pile 12a through a joint, and the steel sheet piles 12a, 12b are submerged in water so that the upper ends of the steel sheet piles 12b are located above the water level. The engagement claws of the mutually adjacent steel sheet pile 12a and the steel sheet pile 12b are engaged each other, and the steel sheet piles 12b are connected to the steel sheet piles 12b to successively surround the column 3 from its base end 7 to a position 8 higher than the water level. Thereafter, the earth and sand filled in the space between the sheet piles 12a, 12b and the column 3 is discharged, and this space is filled with underwater concrete.
