PROBLEM TO BE SOLVED: To stably reduce Ti concentration in a high phosphorus extra low carbon steel containing >=0.05 wt.% P for silicon steel sheet. SOLUTION: A molten steel prepared by refining in a steelmaking furnace is tapped into a ladle and vacuum decarburizing treatment and component regulation are applied to the molten steel in the ladle by using an RH(Ruhrstahl- Heraeus) vacuum degassing apparatus, by which the high phosphorus extra low carbon steel containing >=0.05 wt.% P is manufactured. In this method, phosphoric iron for regulating P concentration is added in the whole quantity in the steelmaking furnace to increase the P concentration in the molten steel in the steelmaking furnace to a prescribed value, and no phosphoric iron is added after tapping from the steelmaking furnace.
