PROBLEM TO BE SOLVED: To provide a method and a device for manufacturing a carrier tape, which can eliminate the restriction of depth of the drawing of an emboss section by the stroke capacity of a press to be used and prevent the generation of defective formation and defective collapse of an emboss section formed when a carrier tape is manufactured. SOLUTION: The press forming is applied on a sheet 1 processed into the given width by using a top force and a bottom force disposed facing the top force, and an emboss section 11 for storing electronic parts is drawn, and then a movable die 16 is lowered downward, and the formed emboss section 11 is released to continuously draw the emboss sections 11 in the state of retaining the constant feed level h0, and the sheet 1 is moved forward in compliance with the continuous drawing to manufacture a carrier tape.
