In this case, when such a detection means 8 in a certain story 3b detects the generation of smoke or heat, an exhausting means 9 in the certain story 3b is started to operate, and pressurized air supply means in all of the stories 3a and 3c-3f except for the certain story 3b are started to operate. Thus, a differential pressure is generated between the certain story 3b and the internal shaft space 1.
