PROBLEM TO BE SOLVED: To provide a vehicle locking device for use in a parking garage, which allows a vehicle to easily move in and out and which prevents damage to members when a vehicle is illicitly moved out. SOLUTION: This device includes a housing 1 buried into the ground of the parking garage, and a locking member 4 joined with the housing 1 and capable of rising to a position where it projects above the ground G of the parking garage. When the locking member 4 is lowered, its upper end can be set at approximately the same level as the ground G of the parking garage.
