PROBLEM TO BE SOLVED: To promote infiltration of cosmetic constituents into the skin by continually and readily supplying heated steam to the skin by means of a hot steaming, towel or the like after application of a cosmetic to the skin. SOLUTION: A method for promoting infiltration of cosmetic constituents into the skin by supplying heated steam after application of a cosmetic to the skin uses, as a source of steam, a steam generator containing metallic powders, salts and water and having built therein a steam generating composition emitting steam as the oxidation of the metallic powders proceeds, so that the steam generator emits steam of 50 deg.C or less from its surface.
