PROBLEM TO BE SOLVED: To provide a cooling sheet having a simple structure, a high water retaining capability and a high cooling effect which can be maintained for a long time. SOLUTION: A water-absorbing nonwoven fabric layer 14 having water- absorbing resin fibers or water-retaining fibers or the like and a non-water- absorbing nonwoven fabric layer 12 are laminated together and a water-bearing gel 16 is spread in the water-absorbing nonwoven fabric layer 14. The water- absorbing nonwoven fabric layer 14 contains moisture, and the water-bearing gel 16 may be blended with a medicine or the like for increasing the cooling effect of a refrigerant or the like.
