PROBLEM TO BE SOLVED: To provide a new method for raising seedlings by an optically germinating method. SOLUTION: An upper container (1) having openings (3) in the bottom part, and culture soil (6) packed in the interior space (S1) is laid on a lower container (2) with the culture soil (7) packed in the interior space (S2) so that the upper container (1) and the lower container (2) may be separated after the tip parts (21a) of taproots (21) of plantlets germinated from seeds (8) seeded on the surface of the culture soil (6) in the upper container (1) have penetrated into the culture soil (7) of the lower container (2) through the openings (3) at the bottom parts of the upper container (1), and the tip parts (21a) of the taproots (21) may be cut off.
