An L-shaped retaining wall is formed by attaching an iron hoop, a reinforcing steel, a groove for core plate and a base to a standing mold frame, placing the iron hoop 7 and fixing the top plate to form a compatible connection plate. A trapezoidal fishing reef is produced by providing a leg 9 and a groove 10, expanding the space between the beams, assembling the beams in the form of a double cross or trapezoidal form and using the connection plate as the post. A fish reef free from post is produced by assembling triangular beams on a base and connecting a legged inverted-V beam. Triangular beams having shelves and inverted- V beams are assembled to form a fish reef. A fish reef having large volume, light weight and high resistance to sinking into the sea bed can be produced by this process. The fish reef can gather prime fish such as spiny lobster, flatfish and sawedged perch in the base part and migratory fish such as red sea-bream, striped beak perch and horse mackerel in the middle layer.
