PROBLEM TO BE SOLVED: To provide an appliance which pulls rolled paper from columnar rolled toilet paper or rolls up paper. SOLUTION: In this appliance, a part of the whole of a rotatable from or two or more such forms is arranged so as to touch the periphery of a toilet paper whose rolled shape is columnar in such a manner that two or more rotatable forms do not touch each other. Therefore the appliance can rotate by touching the periphery of the columnar toilet paper, and can pull out rolled paper or roll up the paper.
