SOLUTION: Outflow of lubricant 8 is prevented during the rotation and stopping of a device by constituting the smallest clearance RB of a second clearance part B made of an outer peripheral surface of a flange member 3 and an inner peripheral surface of a sleeve step part 5A small in comparison with the smallest clearance RA of a first clearance part A made of an inner peripheral surface of a thrust plate 6 and an outer peripheral surface of a fixed shaft 2.
