PROBLEM TO BE SOLVED: To provide a hydrogen enriched fuel producing device capable of highly efficiently producing a high grade hydrogen enriched fuel as alternative energy for petroleum using liquid fuel and inexpensive water as raw materials. SOLUTION: The hydrogen enriched fuel is obtained by supporting an electrode holder 22 having an arc electrode 48 inside housings 16, 18, arranging a neutral electrode 23 inside a housing 14, forming an arc reaction chamber 76 between the electrode holder 22 and the neutral electrode 23 and supplying a mixture of water and liquid fuel in the arc reaction chamber 76 to allow the mixture to catalytically react with the arc. |
