PROBLEM TO BE SOLVED: To provide a tunnel backfilling apparatus which saves trouble of dealing with surplus soil, dispenses with large-scale facilities, and reduces materials required for backfilling to a minimum, and to provide a tunnel backfilling method using the apparatus. SOLUTION: A placing means 27 for a tunnel backfilling apparatus 1 has a first conveyor 10 which can convey substantially the entire amount of excavated earth 51, a mixer 11 which mixes the excavated earth 51 with a filler 50, and a second conveyor 12 which conveys a backfilling material 52 prepared by the mixer 11, to the rear of an outer shell 2. In this manner, all the excavated earth 51 can be used for backfilling a tunnel.
