PROBLEM TO BE SOLVED: To provide a concrete block suited for forming an infiltration storage tank and a construction method using this concrete block. SOLUTION: Middle portion unit block 2 is equipped with two rising portions 2A, 2A' rising to a gantry type in X direction, leg portions 2B, 2B' in a lower portion, and a girder 2E and, at the leg portion, notch 4, 4' for fitting girders F, F' for jointing to the unit block 1 at the start end portion as well as notches n3, n3' for fitting the girders nF, nF' of the next n-unit block are equipped. An infiltration foundation block is placed on the foundation ground surface, on which a dry mixing mortar layer for height adjustment is formed adequately, leg portions B, B' are placed on this mortar layer as an unit block for start end portion, in the same manner, the leg portions 2B, 2B' are placed on the mortar layer for the middle portion unit block 2, n-number of them are connected in series through the girders F, F', as the final unit, n-final end portion unit block n is placed, and the leg portions nB, nB' are placed on the mortar layer and jointed through the girders nF, nF'.
