PROBLEM TO BE SOLVED: To provide a method, with which a cementation can be executed even in the case of heating in the atmosphere, and a large quantity of large materials to be treated can simultaneously be treated and thus, the mass- production can be obtained. SOLUTION: A coating type cementation composition is applied on the surface of a steel plate or a steel strip, and after baking and filming over, these steel plates or steel strips are laminated and heated in the atmosphere to form the cementation layer on the surfaces of the steel plate or the steel strip.
