PROBLEM TO BE SOLVED: To achieve the miniaturization of an ozone forming apparatus or ozone water making apparatus and to also achieve the reduction of the production cost and running cost thereof. SOLUTION: An electrolytic ozone forming method contains a process for treating tap water by a reverse osmosis membrane water cleaner to obtain clean water, a process for treating the clean water by a specific component removing means to remove an ozone consuming component to the utmost to obtain ozone low consumption clean water, a process for treating the ozone low consumption clean water with an ion exchange resin to obtain electrolytic raw material water reduced in electrolyte content and having an electric conductivity of 0.01-2.00 μS/cm and a process for introducing the electrolytic raw material water into an electrolytic cell to electrolyze the same and separating the ozone-containing gas generated on the anode side of the electrolytic cell from the raw material water.
