PROBLEM TO BE SOLVED: To provide a cut-off apparatus for sealing the peripheral side of a segment, which ensures high cut-off performance, has simplified installing structure, and can be easily attached to the segment. SOLUTION: The cut-off apparatus for sealing the peripheral side of a segment, is comprised of an elastic film body 2 having an annular bag portion 2a installed in the vicinity of the periphery of a segment Sb, a flexible annular seal body 3 covering at least the peripheral side of the elastic film body 2, a filling end fitting 4 for filling pressurized water into the annular bag portion 2a of the elastic film body 2, and an annular concave portion 7 concavely formed at a boundary between adjacent segments Sa, Sb for housing therein and fixing thereto the elastic film body 2 and the internal periphery of the annular seal body 3.
