PROBLEM TO BE SOLVED: To provide a powder and grain feeder that has a reliable closed structure with a dished valve element swingably and vertically movably disposed in a communicating portion inside tanks. SOLUTION: A valve element 24 for retractably closing an opening 72 in a communicating portion between an upper and a lower tank is pivotable by an arm 77 and an air cylinder 82, so that the torque the air cylinder 82 offers presses the valve element 24 against a valve seat 73. A pivot 91 passing a holding portion 88 of the arm 77 is rotatable by a rotary cylinder 107 via a universal joint, so that the valve element 24, when opened, is swung to a side position where it is no longer opposed to the opening 72.
