PROBLEM TO BE SOLVED: To provide a method for producing a high toughness high damping alloy capable of making its strength, toughness and damping capacity compatible. SOLUTION: This high toughness high damping alloy is produced by heating a slab containing, by weight, <=0.03% C, 0.01 to 3.5% Si, 0.3 to 3% Mn, <=0.02% P, <=0.01% S, 0.01 to 5% Cr, 0.002 to 3.5% Al and <=0.01% N, and the balance Fe with inevitable impurities at 1,000 to 1,200 deg.C, executing hot rolling in such a manner that the cumulative draft at <=950 deg.C is controlled to 30 to 80%, and the rolling finishing temperature is controlled to 800 to 900 deg.C, successively starting accelerated cooling at a cooling rate of 5 to 100 deg. C/S from >=700 deg.C, finishing the same at >=600 deg.C and moreover executing air cooling or slow cooling at a cooling rate of <=0.5 deg.C/s to <=100 deg.C.
