PROBLEM TO BE SOLVED: To provide a flux having good peelability without the seizure of welding slag in submerged arc build-up welding using an electrode containing Nb. SOLUTION: This flux contains, by weight %, 5 to 30% SiO2, 5 to 40% Al2O3, 5 to 50% CaF2 and 3 to 20% CO2 and contains one or >=2 kinds selected from Cab, MgO and BaO in a range of 5 to 60% in sum total in which the sum total of twice the BaO content and the Al2O3 content is specified to >=26%.
