PROBLEM TO BE SOLVED: To provide a ground agitating device capable of simplifying the device and capable of reducing weight by projecting/housing an agitating blade with simple constitution. SOLUTION: This ground agitating device is provided with an inner for excavating the ground and a cylindrical outer arranged by surrounding this inner, and an agitating blade expanding by resistance of the ground in a plane orthogonal to the axis of the outer at reversely rotating time and being housed by resistance of the ground at normally rotating time is arranged on a tip part side wall of the outer.
