PROBLEM TO BE SOLVED: To provide a sheet for vegetating flowering plants capable of seeding irrespective of cultivation areas to be large or small without considering on the amount of seeds and space of seeding and having a good germination rate. SOLUTION: This sheet for vegetating flowering plants comprises a water dispersing sheet comprising a fibrous material, a water soluble material- containing sheet laid on the water dispersing sheet and flowering plant seeds. The water dispersing sheet and the water soluble material-containing sheet are mutually bound in a pattern form to form a plurality of spaces between the two sheets and the flowering plant seeds are enclosed in a density of 1-4 g/m2. The plant seeds are sowed by using the aforesaid sheet for vegetating flowering plants.
